Gods will is for the Universal church to be organized into distinct and identifiable communities
Membership in some cases as part of a covenant community as well as Outsiders brought in via a priest who ministers
Because:
Individuals are identified (baptism infant and adult) with a certain community and its there where people are dignified by their own contribution to the bigger picture v70
It’s there where the gifts of God are received and distributed v71-72
It’s there where diversity finds powerful expression to the glory of God v73
